Canada is one of the more straightforward regulated markets in this series — with one important wrinkle: there is no single national betting site or regulator. How you bet legally depends on which province you live in. This guide walks through the real structure so you can find a properly licensed option instead of gambling with an unregulated offshore site.
Legal status and the regulator
The key federal change came in 2021, when single-event sports betting was legalised nationwide. Before that, Canadians could generally only bet parlays (multiple outcomes on one ticket), which pushed a lot of action offshore. Legalising single bets opened the door to a modern, regulated market.
But regulation itself is provincial. Each province decides how betting is offered to its residents:
- Ontario launched a regulated open market in 2022 through iGaming Ontario, overseen by the Alcohol and Gaming Commission of Ontario (AGCO). This lets multiple private operators be licensed to serve Ontario residents — the most competitive market in the country. PROLINE+ also operates there.
- Other provinces generally run their own government platforms — for example PlayNow (operated by BCLC in British Columbia and used in some other provinces) and Loto-Québec in Quebec. These are effectively provincial monopolies rather than open markets.
So “the best betting site in Canada” genuinely differs by province. An Ontario resident has real choice; a resident elsewhere is usually pointed to their provincial platform.
