Legal sports betting in Israel is operated exclusively by the state, through the Council for the Regulation of Sports Betting (the Sports Betting Council, commercially known as Winner). Israeli authorities block such sites and restrict associated payments, and these operators offer no legal protection to players. The state operator uses domestic banking within Israel, settled in new shekels (ILS). Offshore sites frequently push crypto or unusual methods precisely because banks and regulators restrict gambling payments — a warning sign, not a convenience.
