Thailand’s gambling laws are among the most restrictive in Southeast Asia. The Gambling Act of 1935 — still the foundational law — prohibits almost all forms of gambling. The only legal gambling options in Thailand are:

  • The state lottery, operated by the Government Lottery Office, drawn twice monthly.
  • Horse racing at the two licensed racecourses in Bangkok (Royal Bangkok Sports Club and Royal Turf Club), subject to ongoing licensing status.

Everything else — including online sports betting, casino games, poker, and sports wagering through any other channel — is illegal. There is no domestic licensing framework that allows online bookmakers to operate legally in Thailand, and no legal way for residents to bet online on sports.

What About Political Proposals?

There has been public discussion in Thailand about legalising large entertainment complexes — sometimes described as “integrated resorts” — as a way to boost tourism and capture revenue currently flowing offshore. This discussion has been ongoing for several years and has included parliamentary debates and public consultations.

However, as of mid-2026, no legalisation has been enacted. Online sports betting in particular is not part of any of the published entertainment complex proposals, which focus on physical casino facilities. Do not assume that betting is — or will soon be — legal based on news headlines about future plans. Laws change through a formal legislative process. Until one is passed and in force, the Gambling Act 1935 applies in full.

The Real Risks of Offshore Betting Sites

Despite the legal prohibition, offshore betting sites are widely known and accessed in Thailand. We want to be direct about what that actually means:

It is a criminal offence. Accessing and placing bets on offshore gambling sites is illegal under Thai law. Enforcement is real — authorities periodically arrest individuals, not just operators. The risk of prosecution is not zero.

There is no consumer protection. Offshore sites operating in Thailand are not licensed by any Thai authority. If a site refuses to pay your winnings, freezes your account, or simply disappears, there is no regulator to complain to, no ombudsman to contact, and no legal recourse. You have no protection whatsoever.

Sites are actively blocked. Thai internet service providers are required to block gambling sites as directed by authorities. The cat-and-mouse game of blocked sites and VPNs adds technical complexity and its own risks (VPN providers can also access your data).

Payment risks. Because no legitimate payment processor will facilitate illegal gambling transactions in Thailand, payments to and from offshore sites typically flow through informal channels — cryptocurrency wallets, peer-to-peer transfers, or intermediaries. These methods carry significant fraud risk, are irreversible, and offer no chargeback protection.

No tax framework. Because the activity is illegal, there is no formal tax treatment for winnings. Winnings from illegal gambling are still technically income, but the entire activity occurs outside any legal framework that would protect you.
