We won’t hand you a fake “best sites” list for the UAE, because online sports betting is not legal for residents. The picture is nuanced — there’s a new federal gaming authority and a licensed resort in development — but the honest guide today is about the real legal position and the risks.

Gambling is prohibited under UAE federal law, and that includes online sports betting for residents. There is an important recent development: the UAE established the General Commercial Gaming Regulatory Authority (GCGRA), a federal body to regulate commercial gaming and a national lottery, and a licensed integrated resort is being developed in the country.

But this does not mean there is a legal online sports-betting market for residents, and it does not legitimise offshore betting sites. As of 2026, there is no licensed online sportsbook you can legally use as a UAE resident. Any international betting site advertising to people in the UAE is operating outside UAE law, with no local protection for you. We won’t present such sites as “the best.”

The Real Risks

  • Illegality and penalties. Gambling remains a criminal matter under federal law; consequences can be serious.
  • Blocked access and payments. Gambling sites are blocked, and financial channels restricted; workarounds add fraud and security risk.
  • No recourse. If an offshore site withholds funds, there is no UAE regulator to appeal to.
  • Fraud exposure. Unregulated sites are a common vector for scams and data theft.

For how licensed markets are structured elsewhere, see our best betting sites framework and reviews — as a contrast, not a workaround.

A Possibly Changing Picture

The creation of the GCGRA and a licensed resort suggests the UAE’s approach to commercial gaming is evolving. That’s worth watching, but it doesn’t change today’s reality for online sports betting. Do not assume a future licensed market exists yet, and don’t treat any offshore site as legitimate on that basis.
